What was the commercial or operational problem?
Tax administrations depend on systems that have run for decades. Replacing them in one step puts revenue collection at risk, yet leaving them untouched blocks every improvement, including AI.

We built a lab that demonstrates a phased approach: wrap the legacy system with modern interfaces, run new services in its shadow, compare results and switch over component by component.
The role of technology
What role did technology play?
Integration patterns from an Oracle-based legacy core to a modern service layer, comparison layers that show where old and new results differ, and audit logs that support the controls auditors expect. The same interfaces make legacy data available to AI and automation.
